Evaluation of the five module exercises will be carried out by the OCMC.
Core values of OCMC European Affairs are professionalism, integrity, critical capacity and result oriented. Diversity is fundamental, which is both reflected in the composition of the team as in the network in which OCMC European Affairs operates. This network consists of both in Brussels based European Affairs consultancies as well as of consultancies based in the Member States. OCMC has a team of experienced evaluators from different countries. They offer evaluations of operational actions, legislation and policies.
OCMC has been contracted to evaluate the MODEX.EU 2011-2012 field exercises.
Evaluation criteria
Evaluation criteria include cooperation, coordination and communication. Because the MODEX.EU exercises are delivered in a multinational and multilingual setting, the evaluation will also examine how teams deal with cross-cultural similarities and differences, approach to teambuilding in a crisis situation, and operating strategy as an EU team among or alongside UN and other rescue and relief teams. All evaluators will use evaluation sheets. These sheets contain for example the following themes:
Entry into the country, RDC, Base Camp, OSOCC, Assessment, On site coordination and LEMA, Coordination with other international actors on site, Reporting with EC, Interoperability, etc.
Evaluation results
Evaluation results of the MODEX.EU exercise will be published after each exercise. Feedback will be provided to the European Commission as well as to each module and TAST team.
